Shawn Hoagland
Environmental Coordinator
Shawn holds a BA in Geosciences from Penn State University. He began his career in the Greater Philadelphia and Southern New Jersey regions working in the environmental sector practicing soil and groundwater sampling, soil vapor analysis, and wetland and stream delineation. Since joining the RTR team in August, 2016, Shawn has coordinated and provided inspections of onsite erosion and sediment controls, and has worked with contractors to ensure compliance with state environmental regulations.
Sean Zagwoski
Project Manager
Sean holds a BSLA in Landscape Architecture. He has 8 years of construction experience in the heavy highway/civil field as a construction supervisor with projects ranging from $2-$40 million. For the past two years he has been managing large scale green/brown field substation projects in the utility industry responsible for scope, schedule, and budget. The two current projects are worth $105 million. Both projects have a complex/challenging design and construction schedule to meet.
Reuben Herrera
Environmental & Permitting Coordinator
Reuben holds a BA in Landscape Architecture from West Virginia University. Since 2013 he has worked for Landscape Architect firms servicing Pennsylvania, New Jersey, Virginia, Maryland and Washington, D.C as a designer and project manager.
Alison Reynolds
Environmental Inspector
Alison holds a BA in Geography from Kutztown University, class of 2019. Ali began her career working through all phases of transmission line construction to maintain environmental compliance. Since joining the RTR team in 2021 Ali has coordinated and conducted E&S (erosion and sedimentation) and post-construction storm-water management (PCSM) inspections of utility construction across Pennsylvania, as well as working with contractors to ensure compliance with state environmental regulations and standards.
